* A. Request Approval of Minutes of Regular Board Meeting of December 14, 2011 (#2090)
The Early Learning Services Department has received notification from the Administration of Children and Families, Health and Human Services Department that the Santa Clara County Office of Education is eligible to apply for the Head Start/Early Head Start Application for 2012-2013. Administration recommends approval of submission of the non-competitive Head Start/Early Head Start application for 2012-2013.
A non-competitive grant is being offered by The David and Lucile Packard Foundation to support local and statewide strategic planning and implementation activities for transitional kindergarten, and to support collaborations between districts and community partners in the provision of services for children birth through third grade. If funded, the Santa Clara County Office of Education will receive $250,000 to implement these two areas of work. Administration recommends approval of submission for a non-competitive grant application to The David and Lucile Packard Foundation.

* Y. Request Approval on Travel Expenses
Board President Di Salvo has requested approval on travel expenses for the upcoming “Urban Leadership Conference” by National Center for Education Research & Technology (NCERT).
7. INFORMATION ITEMS
A. Update on Legislation
Board President Di Salvo has requested an update on legislation impacting education. Educational lobbyists, Kevin Gordon and Barrett Snider from Schools Innovations & Advocacy, will be presenting the update.
* B. Annual Report to the Board: ACE Charter School
The County Board of Education has invited charter schools for which they are the authorizers to give a short presentation during a regularly scheduled County Board meeting. ACE Charter School will give a 10 minute oral presentation on selected highlights from their 2011-12 Annual Report.
* C. Annual Report to the Board: University Preparatory Academy
The County Board of Education has invited charter schools for which they are the authorizers to give a short presentation during a regularly scheduled County Board meeting. University Preparatory Academy will give a 10 minute oral presentation on selected highlights from their 2011-12 Annual Report.
* D. Title III Plan
On September 29, 2011, the Santa Clara County Office of Education received a notice from the California Department of Education, identifying the District as a Title III Year 2 Program Improvement district. As a Local Education Agency (LEA), which receives Title III funding to support our English Learners, we are required to demonstrate student growth in three specific areas referred to as Annual Measurable Achievement Objectives (AMAO). The results of the English Learners Subgroup Self-Assessment (ELSSA) in addition to relevant student data and the focus areas of the current LEA plan will be used to create the Title III action plan.
* E. Early Learning Services Department Presentation
In 2009 Superintendent Weis established the Early Learning Services Department. Early learning sets the foundations for the educational continuum, which is critical for student achievement and long-term success. This evening’s presentation will provide an overview of Early Learning Services programs and key initiatives.
* F. American Recovery and Reinvestment Act (ARRA) Status of Positions
The Santa Clara County Board of Education requested a summary of positions funded by the American Recovery and Reinvestment Act (ARRA), as well as their current status. The summary reports are attached.
* G. 2011 Annual Williams Report
As per Education Code 1240 F, the county superintendent has submitted this annual report to the governing board of each school district, the county board of education, and the board of supervisors reflecting the findings of the 51 schools in 12 school district that were subject to instructional materials and facilities monitoring in fall 2011.
* H. Review Board Subcommittee Assignments
The Board President will present the subcommittee assignments for the 2012 year.
