CLASS TITLE: Food Service Funding Specialist
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To provide planning, coordination and support to the food
service meal program operated by the Santa Clara County Office of Education; to
assist in the monitoring, preparation and submission of meal claims for student
program operated by the County Office of Education; to assure the County Office
of Education complies with related State and Federal guidelines as related to
obtaining reimbursement for its student meal program; and performs related
duties as assigned.
DISTINGUISHING CHARACTERISTICS
The job class of Food Service Funding Specialist maintains
complex project records related to meal program for County Office student
programs. Employees in this job classification receive limited supervision
within the framework of defined rules and procedures. This job class exercises
responsibility for the accurate maintenance of files, records, and
administrative details in accordance with established laws, codes, regulations
and standards.
TYPICAL DUTIES: The following duties are examples of
assignments performed by incumbents in this classification. It is not a totally
comprehensive list of duties, nor is it restrictive regarding job assignments.
- Provides guidance to staff of student program departments
in conformance with the National School Lunch program regulations applicable,
and applicable federal, state and local laws and regulations
- Maintains contact with representatives and officials of the
Office of Child Nutrition Program, State Department of Education
- Prepares the official application to the State for the
National School Lunch Program
- Collects the meal count from all schools and submits the
monthly claim for reimbursement for meals
- Plans and implements training program for the staff
- Oversees and train staff on the lunch application,
eligibility, and verification process
- Performs specialized duties and responsibilities for the
meal reimbursement operations for student programs operated by the County
Office of Education
- Manages, directs, and oversees day-to-day meal and
reimbursement activities for student programs
- Reviews contractual, accounting, activity, and other
documents to monitor the performance of food services and programs for County
Office student programs and other internal cafeterias
- Schedules and makes on-site visits to school sites and
cafeterias operated by the County Office of Education
- Negotiates contracts for project services as assigned
- May direct the work of staff involved in meal preparation
operations
- Prepares and submits quarterly, annual and special reports
in accordance with assigned duties as required
- Maintains activity records, manuals, and other related
documentation
- Compiles statistics and prepares periodic reports for regulatory agencies
responsible for food and meal services
- May assist in the writing and submission of proposals for
funding of related projects
- Assists in the preparation and monitoring of program costs
- Provides technical assistance on contract compliance
- Represents County Office student programs to regulatory
agencies, public agencies and at inter-department meetings
- May develop content and conduct in-service training for
project staff on legal, contractual, and programmatic issues; may develop and
coordinate workshops and conferences
- Assists with progress updates and information notices
- Performs related duties as assigned
EMPLOYMENT STANDARDS
Possession of:
- A valid California Driver's License
- A driving record which meets the County office of
Education's Insurance requirements
Knowledge of:
- Categorical program funding and procedures, budget
preparation and monitoring
- Goals and objectives of student programs operated by the
County Office of Education
- Procedures for preparing and processing food reimbursement
requests
- Grant writing practices; sources of funding; grant

accounting needs of student programs operated by the County Office of
Education
- Prepare and process reimbursement claims and support data
- Evaluate and monitor achievement of project goals and
prepare appropriate recommendations for change
- Perform documentation, accounting, and reporting on
projects to reimbursement agencies
- Plan, organize, and administer programs
- Prioritize and schedule work
- Prepare and monitor a budget
- Effectively explain and enforce policies and regulations
related to the food program and regulations related to food reimbursement

TRAINING AND EXPERIENCE
Generally, any combination of training and experience that
provides the required knowledge and abilities is considered qualifying. A
typical method of demonstrating these qualifications would be possession of an
Associates degree from an accredited college or university with coursework in
accounting, budgeting, project management or a related field and two years of
increasingly responsible experience in the coordination of grant funded
programs.
BARGAINING UNIT: Office, Technical, and Business Services
(OTBS) Unit
WORKING CONDITIONS: Generally, duties are primarily
performed in an office environment while sitting at a desk and at various school
or program sites; however, incumbents may be required to visit construction
sites for planning activities. Incumbents are subject to contact with or
constant interruptions by staff, parents, or external agencies, demanding
compliance issues or established timelines.
PHYSICAL DEMANDS: Incumbents regularly sit for long
periods of time, walk short distances on a regular basis and sometimes on uneven
surfaces, use hands and fingers to operate desktop computer keyboard or other
office equipment, reach with hands and arms, stoop, kneel, or crouch to file,
speak clearly and distinctly to answer telephones and to provide information;
see to read fine print and operate computer; hear and understand voice over
telephone and in person; and move and transport materials weighing up to 20
pounds.
